To establish and maintain programs to help rehabilitate those people with mental illness who are trying to re-enter the community; to provide and maintain housing and meeting places for such people, to provide re-entry training, emotional support, job help and other assistance programs to help prepare them for self-support, to do any and all other things necessary or proper in connection with or arising out of any of the foregoing.
